West Bengal, the "Gateway to Eastern India," has a comprehensive vehicle registration network managed by the West Bengal Transport Department (WBTD). The state's RTO system covers major cities including Kolkata (WB 01 to WB 10), Howrah (WB 11, WB 12), Hooghly (WB 15), Burdwan (WB 42), Siliguri (WB 74), Asansol (WB 38), Durgapur (WB 39), Malda (WB 51), and Jalpaiguri (WB 76). Kolkata alone has multiple RTO zones — the most in any Indian city — reflecting the state's high vehicle density. The WB series prefix is one of India's oldest registration codes, dating back to the pre-independence era.
West Bengal's vehicle registration landscape is shaped by its diverse geography — from the bustling metropolis of Kolkata and the industrial corridors of Howrah-Hooghly to the tea gardens of Darjeeling and Dooars and the Sundarbans delta region. Kolkata's vehicle density per kilometre is among the highest in India, and the city's RTOs process hundreds of new registrations daily. The state's transport department has invested heavily in digitisation through the WB e-Transport portal, enabling online tax payments, appointment scheduling, and application tracking. Siliguri serves as the gateway to northeastern states, and vehicles registered there often ply across the entire northeastern region.
- Buy the vehicle and get a temporary registration. The dealer issues a temporary registration (application in Form 20) at the time of purchase. A temporary registration is valid for a maximum of one month (Rule 47, Central Motor Vehicles Rules, 1989), within which the permanent registration must be completed.
- Submit the registration application. Form 20 (application for registration), Form 21 (sale certificate from the dealer/manufacturer), Form 22 (certificate of roadworthiness), valid insurance, and proof of address and identity are filed — normally by the dealer for new vehicles.
- Pay road tax and fees. Road tax is a one-time payment at registration. The registration fee under Rule 81 of CMVR 1989 is ₹300 for a motorcycle and ₹600 for a non-transport light motor vehicle (waived for EVs).
- Registration number is allotted. On verification of documents and tax payment, VAHAN allots a permanent number in the WB-XX-XXXX format and the RC is issued to the owner.
- Get the HSRP fitted. New vehicles get the High Security Registration Plate fitted at the dealer point or RTO-approved vendor before delivery.

How Road Tax Is Calculated in West Bengal
West Bengal charges a fixed one-time road tax based on engine capacity for cars: ₹40,000 up to 800cc, ₹55,000 for 801–1,490cc, ₹80,000 for 1,491–1,999cc and ₹1,00,000 for 2,000cc and above — OR 10% of the ex-showroom price, whichever is higher. The same model applies to two-wheelers, with smaller fixed amounts: ₹1,560 up to 80cc, ₹3,125 for 81–170cc, ₹4,685 for 171–250cc and ₹6,250 for 251cc and above.
Examples:
- A 1,000cc car at ₹4,00,000: flat amount ₹55,000 vs 10% of price ₹40,000 → pays the higher amount, ₹55,000, plus ₹600 + ₹400.
- A 1,500cc car at ₹9,00,000: flat amount ₹80,000 vs 10% of price ₹90,000 → pays the higher amount, ₹90,000, plus ₹600 + ₹400.
- A 2,000cc car at ₹12,00,000: flat amount ₹1,00,000 vs 10% of price ₹1,20,000 → pays ₹1,20,000, plus ₹600 + ₹400.
- An EV pays 0% road tax, and the ₹600 registration fee is waived — only the ₹400 HSRP remains.
This engine-based structure means two cars at the same price can pay different tax if their engine capacities differ, and premium-priced small-engine cars are protected by the 10%-of-price floor.
Electric Vehicle (EV) Exemption
West Bengal has adopted a full road tax exemption for electric vehicles, and the ₹600 registration fee is also waived per current state policy — the EV buyer pays only the ₹400 HSRP. The latest extension of the exemption notification is unverified, so confirm with the West Bengal Transport Department before purchase. The state has also introduced the West Bengal Electric Vehicle Policy, which provides additional incentives such as charging infrastructure subsidies and priority registration for EVs. Kolkata has seen a growing number of EV charging stations, particularly in shopping malls, commercial complexes, and along major arterial roads, supporting the state's transition to electric mobility.

Road tax can be paid online on either of the two official portals:
- VAHAN (vahan.parivahan.gov.in): Enter the vehicle registration number → Online Services → Pay Vehicle Tax → validate with the last 5 digits of the chassis number → enter the OTP sent to your registered mobile number → update insurance details → review the fee panel → pay.
- WB e-Transport (transport.wb.gov.in): The state portal supports online tax payment, application tracking and appointments; new-vehicle tax is collected at the dealer point or RTO during registration.
