Vehicle registration in Haryana is administered by the Haryana Transport Department (haryanatransport.gov.in) through Regional Transport Authorities in every district, running on the national VAHAN platform. Non-transport vehicles (private cars and two-wheelers) pay a one-time motor vehicle tax under the Haryana Motor Vehicles Taxation Act, 2016 — there is no annual road tax for private vehicles, unlike commercial vehicles which pay monthly, quarterly or yearly.
One thing that makes Haryana different from many states: most new private vehicles are registered directly at authorised dealer points (dealer-point registration, notified by the Transport Department in 2013). The dealer collects your Form 20 and documents, deposits the road tax and registration fee at the Registering Authority's office, and the VAHAN software allots the permanent registration number. Under the official procedure, no vehicle may leave a Haryana dealership without the High Security Registration Plate (HSRP) affixed, and the dealer must upload the HSRP fitment confirmation to VAHAN.
- Buy the vehicle and get a temporary registration. The dealer issues a temporary registration (application in Form 20) at the time of purchase. A temporary registration is valid for a maximum of one month (Rule 47, Central Motor Vehicles Rules, 1989), within which the permanent registration must be completed.
- Submit the registration application. Form 20 (application for registration), Form 21 (sale certificate from the dealer/manufacturer), Form 22 (certificate of roadworthiness), valid insurance, and proof of address and identity are filed — normally by the dealer for new vehicles.
- Pay road tax and registration fee. Road tax is a one-time payment, due within 30 days of purchase. The registration fee under Rule 81 of CMVR 1989 is ₹300 for a motorcycle and ₹600 for a non-transport light motor vehicle (three-wheeler/quadricycle/LMV ₹600; transport LMV ₹1,000). A smart-card RC (Form 23A) carries an additional ₹200.
- Registration number is allotted. On verification of documents and tax payment, VAHAN allots a permanent number in the HR-XX-XXXX format. The RC is issued to the owner.
- Get the HSRP fitted. New vehicles get the HSRP fitted at the dealer point; existing vehicle owners book fitment online at the official portal hsrphr.com (see the HSRP section below).
If you pay tax late, a penalty of 0.5% of the tax due per day of delay (capped at the tax amount) plus interest of 1% per month applies under the Haryana Motor Vehicles Taxation Act, 2016.

Haryana RTO Offices and District Codes
All Haryana registration numbers carry the HR prefix followed by a two-digit district code. Every district has at least one RTO/RLA office, and larger cities have additional codes — for example, Gurugram alone issues HR-26 (Gurugram North), HR-55 (Gurugram) and HR-72 (Sohna), while Faridabad issues HR-51 (Faridabad North) and HR-29 (Ballabgarh, Faridabad South). Codes marked (commercial) are used for commercial-vehicle registrations.

How Haryana Road Tax is Calculated
Formula: Ex-showroom price of the vehicle × applicable tax rate % = one-time road tax payable. Haryana does not add a separate diesel surcharge — petrol and diesel cars fall in the same slabs, and the road tax is levied only on the ex-showroom price, not the on-road price.
Example: Car priced at ₹10 lakh (ex-showroom) falls in the ₹6–20 lakh slab → 8% → Road tax = ₹80,000.
The official slab structure for non-transport vehicles in Haryana (one-time tax):
- Cars/jeeps up to ₹6 lakh: 5%
- Cars/jeeps ₹6–20 lakh: 8%
- Cars/jeeps above ₹20 lakh: 10%
- Two-wheelers up to ₹75,000: 4%
- Two-wheelers ₹75,000–2 lakh: 6%
- Two-wheelers above ₹2 lakh: 8%
- Special-purpose vehicles (backhoes, rollers, mobile cranes, etc.): 6%
Two rebates apply on top of these base rates. First, CNG vehicles get a 20% rebate on the one-time motor vehicle tax. Second, after the Cabinet decision of July 2026, new non-transport vehicles up to ₹20 lakh registered in a woman's name get a 1 percentage point rebate (for example, a car in the 5% slab pays 4%, and one in the 8% slab pays 7%). Tax for a new vehicle is payable within 30 days of purchase.
EV Policy: What Haryana EV Buyers Save
Haryana Electric Vehicle Policy 2022 (notification No. 20/01/2022-4IB-I, dated 8 July 2022, effective 10 July 2022, valid for 5 years i.e. till 9 July 2027) was the first milestone. Under the taxation notification issued under Section 16(2) of the Haryana Motor Vehicles Taxation Act, 2016 (notification No. 22/51/2022-6T(1) dated 4 October 2022), EVs registered in Haryana received motor vehicle tax exemptions as follows:
- Electric two-wheelers: 100% exemption — first 30,000 vehicles
- Electric three-wheelers: 100% exemption — first 15,000 vehicles
- Electric four-wheelers / hydrogen fuel-cell vehicles: 75% exemption — first 10,000 vehicles
- Hybrid electric four-wheelers: 25% exemption — first 2,500 vehicles
- Electric buses: 75% exemption — first 1,000 vehicles
The policy also offered discounted registration fees within the same caps (₹200 for electric two/three-wheelers and ₹500 for electric four-wheelers, hybrids and electric buses) plus purchase incentives for early buyers (15% of ex-showroom price, capped, for the first 1,000 electric cars, among other categories).
Big change — July 2026: On 28 July 2026 the Haryana Cabinet approved, and the Transport Department then notified (amending the notification of 29 September 2017 under Section 3 of the Act), a much bigger exemption: new pure electric or battery-operated two-wheelers, three-wheelers (including autos and e-rickshaws) and four-wheelers with an ex-showroom price up to ₹30 lakh get a 100% exemption from motor vehicle tax at registration, and EVs priced above ₹30 lakh get a 50% exemption. The existing 20% rebate for CNG vehicles continues unchanged. This replaces the earlier benefit structure for new EV registrations, so today most mass-market EVs bought and registered in Haryana pay zero road tax.

Where to Pay Haryana Road Tax Online
You can pay motor vehicle tax online on either of the two official portals:
- VAHAN (vahan.parivahan.gov.in): Enter the vehicle registration number → Online Services → Pay Vehicle Tax → enter the last 5 digits of the chassis number and validate → generate OTP (sent to the registered mobile number) → update insurance details → review the fee panel → pay. A payment receipt is generated immediately.
- Haryana Transport Department (haryanatransport.gov.in): Go to the portal, open "Motor Vehicle Tax" and follow the pay-online link (separate options exist for vehicles registered in Haryana and for vehicles registered in other states).
For a new vehicle, tax is due within 30 days of purchase; late payment attracts penalty and interest under the Act. You can also check tax due and vehicle details on VAHAN before paying.
HSRP and Colour-Coded Stickers in Haryana
HSRP: High Security Registration Plates are mandatory for all vehicles in Haryana. New vehicles get them fitted at dealer points before delivery; existing vehicles are booked through the official portal hsrphr.com (linked from the Haryana Transport Department's HSRP page), operated by the state's authorised concessionaire, Link Utsav Registration Plates Pvt. Ltd. Typical HSRP charges are roughly ₹300–₹400 for two-wheelers and ₹600–₹1,100 for four-wheelers, with the colour-coded sticker costing about ₹100 extra. The state also allows dealers/workshops to charge a small extra amount for fitment at dealer points (₹100 for two/three-wheelers, ₹250 for non-transport four-wheelers, ₹300 for transport four-wheelers) and HSRP prices were revised upward by 10% in December 2018 as per the concession agreement. Colour-coded stickers: Following the Supreme Court's August 2018 order (extended in January 2025 to vehicles sold before 1 April 2019), vehicles registered in NCR districts must carry hologram colour-coded stickers — light blue for petrol/CNG vehicles and orange for diesel vehicles. Haryana's NCR footprint covers 14 districts: Faridabad, Gurugram, Nuh (Mewat), Rohtak, Sonipat, Rewari, Jhajjar, Panipat, Palwal, Bhiwani, Charkhi Dadri, Mahendragarh, Jind and Karnal (retained by the NCR Planning Board in June 2026). Enforcement is strict: PUC certificates are not issued to non-compliant vehicles, and the state will not process ownership transfer or other services without sticker compliance.
Bringing a Vehicle from Another State into Haryana
If you move to Haryana with a vehicle registered in another state, you must pay Haryana road tax within 30 days of keeping the vehicle in the state. The tax is calculated on the present ex-showroom price of a similar vehicle, rebated at 7% for each year (or 1.75% per quarter) for which tax was already paid to another state/UT, with a maximum total rebate of 56%. The total tax cannot exceed the maximum in the Schedule of the Haryana Motor Vehicles Taxation Act, 2016.
For the paperwork: a vehicle transferred in from outside Haryana needs Form 28 (NOC/transfer of registration), and the ownership transfer itself is processed at the RTA office using Forms 29 and 30 with the RC, insurance, fitness proof and tax-clearance documents. Under Section 6 of the Act, any unpaid road tax attaches to the vehicle — the buyer becomes liable for tax left unpaid by the previous owner.
