Arunachal Pradesh vehicle registration is managed by the State Transport Department with RTO offices across districts like Itanagar, Naharlagun, Pasighat, Tawang, and Ziro. The registration process follows the Central Motor Vehicle Rules but with state-specific tax rates. Buyers must complete registration within 30 days of vehicle purchase.
The dealer typically handles temporary registration and provides Form 20 and Form 21. You then visit the local RTO for permanent registration. Road Tax Calculation in Arunachal Pradesh

The same rates apply to petrol, diesel and CNG vehicles, and the percentage rises gently with price: 2.5% up to ₹3 lakh, 2.7% for ₹3–5 lakh, 3% for ₹5–10 lakh, 3.5% for ₹10–15 lakh, 4% for ₹15–18 lakh, 4.5% for ₹18–20 lakh and 6.5% above ₹20 lakh.
For example, a ₹10 lakh car in Arunachal Pradesh attracts road tax of ₹30,000 (3%). A ₹15 lakh SUV would cost ₹52,500 in road tax (3.5%), and a ₹25 lakh premium car pays 6.5% or ₹1,62,500. The low rates make Arunachal Pradesh attractive for vehicle buyers, especially those purchasing mid-range vehicles.
EV Policy in Arunachal Pradesh
Arunachal Pradesh currently offers no state-level road tax exemption for electric vehicles — EVs pay the same slab-based rates as petrol and diesel cars at registration. Buyers may still qualify for central government incentives such as FAME subsidies and income tax benefits, but no life-tax waiver applies. Charging infrastructure is gradually expanding in Itanagar and other district headquarters.

Two-wheelers in Arunachal Pradesh pay a flat one-time amount based on unladen weight: ₹1,200 up to 65 kg, ₹2,000 for 66–90 kg, ₹3,000 for 91–135 kg and ₹3,500 above 135 kg. Where the weight is not known, 4% of the ex-showroom price applies as a fallback. The registration fee is ₹300 and HSRP costs ₹200. These low charges make bike ownership affordable in the state, which is important given that two-wheelers are the most common mode of personal transport in the hilly terrain.
