Car and two-wheeler rates are per the Punjab Transport Department notification of 21 August 2024, levied on the vehicle's actual (ex-showroom) price excluding taxes. Registration fees are as per Rule 81 of the Central Motor Vehicles Rules, 1989 (₹200 extra for smart-card RC). HSRP prices as per the official Punjab HSRP portal (punjabhsrp.in). Understanding Road Tax in Punjab

Motor vehicle tax in Punjab is governed by the Punjab Motor Vehicles Taxation Act, 1924 (Punjab Act 4 of 1924) and the rules made under it. The Act gives the state government the power to fix tax rates by notification. Cars and motorcycles pay a one-time lump-sum tax on the vehicle's actual price (excluding taxes), while transport and commercial vehicles pay tax on a year-to-year basis.

Punjab revised its tax slabs for private vehicles in August 2024 — the first revision since February 2021. Under the notification issued by the Transport Department on 21 August 2024, new personalised four-wheelers pay 9.5% up to ₹15 lakh, 12% between ₹15 lakh and ₹25 lakh, and a new 13% slab above ₹25 lakh. Two-wheelers pay 7.5% up to ₹1 lakh, 10% between ₹1 lakh and ₹2 lakh, and 11% above ₹2 lakh (with a minimum of ₹22,000). The tax is calculated on the ex-showroom (actual) price of the vehicle before taxes.

A useful local rule: if you paid lump-sum tax on a car or motorcycle and later move out of Punjab with the vehicle — or sell it to a person residing outside the state — you can claim a refund of the lump-sum tax under Section 3(4) of the Act.

How Punjab Road Tax Is Calculated — Worked Examples

Road tax in Punjab is a simple percentage of the ex-showroom price: Road tax = ex-showroom price × slab rate. Registration fees and HSRP charges are added on top. Because there is no fuel-type distinction in the current slabs, a petrol and a diesel car of the same price attract the same tax.

To put the 2024 revision in perspective: dealers in Ludhiana estimated that a four-wheeler costing ₹8 lakh now attracts around ₹4,000 more tax, a ₹14-lakh sedan is about ₹7,000 costlier, and a ₹30-lakh vehicle pays ₹60,000 more (Indian Express and The Tribune, August 2024). The state expects the revision to add about ₹70 crore a year to revenue.

A common confusion: PB-01 is not a district code — it is reserved for tourist taxis and rental (self-drive) cars operating in the Chandigarh tri-city area. Chandigarh itself is a Union Territory: vehicles registered in Chandigarh use the CH series (CH-01), and Haryana has its own HR series. A vehicle is registered with the registering authority in whose jurisdiction the owner resides and keeps the vehicle.

Vehicle Registration Process in Punjab — Step by Step

Registration in Punjab runs through the VAHAN platform of the Parivahan portal, with most new vehicles registered at the dealer's point of sale. The official process, as published by the Punjab Transport Department:

  1. Buy from an authorised dealer. The dealer issues the sales certificate (Form 21) and the manufacturer's roadworthiness certificate (Form 22; Form 22A where the body is fabricated by a body builder).
  2. Apply in Form 20 within 7 days of delivery of the vehicle (excluding the period of journey) to the registering authority of your area.
  3. Dealer Point Registration. The dealer enters your owner and vehicle details on the VAHAN Dealer Point system, pays the registration fees and motor vehicle tax online (through SBI internet banking), and prints the filled Form 20 and Form 21.
  4. Inspection and approval. Dealers are notified as inspecting authorities for registration; the RTO approves the application, allocates the registration mark in serial order, and the smart-card registration certificate (Form 23A) is dispatched to you by courier or registered post.
  5. Temporary registration first. New vehicles are issued a temporary registration by the dealer, valid for a maximum of one month, at a fee of ₹50 under Rule 42(10) of the Punjab Motor Vehicles Rules, 1989 (unless exempted), plus the tax payable under the taxation Act.
  6. Fix the HSRP. High-security registration plates are mandatory for all vehicle classes in Punjab; for new vehicles the dealer fits them before delivery.

You cannot drive or keep a vehicle on a public road without it being registered under Chapter IV of the Motor Vehicles Act, 1988.

EV Road Tax Exemption in Punjab

Under the Punjab Electric Vehicle Policy, electric vehicles registered in the state are exempt from road tax and from the fees for new vehicle registration. This was notified by the Transport Department on 10 April 2023 (Notification No. 10/43/2018-2T2), and the exemption applies to EVs registered during the policy period. The policy, which focuses on cities like Ludhiana, Jalandhar, Amritsar, Patiala and Bathinda, aims to increase annual EV registrations by 25%.

In practice, an EV buyer in Punjab pays no road tax and no registration fee — the only RTO-linked charges are the HSRP set. EVs are also exempt from the new green tax on old vehicles (the green tax notification explicitly excludes battery-operated vehicles). Since the exemption is time-bound, check the current status on the official portal before you buy.

Green Tax on Old Vehicles in Punjab

Punjab levies a green tax on old vehicles, approved by the state cabinet in August 2024 and notified in January 2025, effective from 1 September 2024. Private vehicles older than 15 years pay it on renewal of the registration certificate; commercial vehicles pay it annually after 8 years:

Vehicles running on CNG, LPG, battery (EV) or solar power are exempt from the green tax. The government expects the green tax to raise about ₹34.4 crore a year.

Punjab Commercial Vehicle Road Tax

Commercial and transport vehicles in Punjab are taxed on a year-to-year basis under the Punjab Motor Vehicles Taxation Act, 1924, with rates fixed by class of vehicle — seating capacity, unladen/gross weight and permit type — rather than a flat percentage of price. Key structures:

Tractors and Agricultural Vehicles in Punjab

Punjab's agricultural economy shapes its vehicle mix — tractors and farm machinery form a significant share of registrations in the Malwa belt. Under the taxation Act, a "four-wheeled personalised motor vehicle" explicitly excludes a tractor, and agricultural tractors used for farming are exempt from road tax. But the rules change when a tractor works commercially:

Paying Punjab Road Tax Online

Road tax and registration fees in Punjab can be paid online through the VAHAN portal (vahan.parivahan.gov.in) — the official "Pay your Taxes & Fees" link on punjabtransport.org opens the same system. The steps:

  1. Visit vahan.parivahan.gov.in and select Punjab as the state.
  2. Choose the payment service (e.g., "Pay Vehicle Tax" for your registration class) and log in or continue as a guest.
  3. Enter your vehicle registration number and chassis number.
  4. Pay using the online gateway and download the receipt — the e-receipt is accepted as proof of payment.

At the time of a new purchase, the tax is typically collected by the dealer at the dealer point and remitted online, so it is already included in your on-road price. Owners of vehicles from other states can pay entry tax through the state's SLA portal / online instant tax payment facility on punjabtransport.org.

Transfer of Ownership in Punjab

When you buy or sell a used vehicle in Punjab, the transfer is reported under Section 50 of the Motor Vehicles Act, 1988: the seller reports the sale in Form 29 within 14 days, and the buyer applies for the transfer in Form 30 within 30 days (45 days for vehicles registered in another state). Fancy (Reserved) Registration Numbers in Punjab

Punjab allots registration marks of choice through an online e-auction of reserved numbers run by the Transport Department. Under the official process:

  1. Check availability of the last 4 digits you want on punjabtransport.org and register as a bidder with your email.
  2. Pay a non-refundable participation fee of ₹1,000.
  3. Bid in the weekly cycle — bidder registration runs Sunday to Tuesday, bidding Wednesday to Thursday, and the successful bidder pays the winning amount online Friday to Saturday.
  4. Download the allotment letter from the portal after approval.
