Goa's vehicle registration is managed by the Goa Transport Department with RTO offices in Panaji (North Goa) and Margao (South Goa). Despite being India's smallest state by area, Goa has a high vehicle density due to tourism and a car-centric culture. The registration process follows the Central Motor Vehicle Rules 1989 with Goa-specific tax rates under the Goa Motor Vehicles Taxation Act.
New vehicle owners must apply for registration within 30 days of purchase. The dealer provides temporary registration initially. For permanent registration, you submit Form 20 along with supporting documents at the RTO. The vehicle is physically inspected by the RTO inspector who verifies the chassis number, engine number, and overall condition. Upon approval, a registration number in the GA-XX-XXXX format is assigned and the smart card RC is issued through the VAHAN portal.

How Goa Road Tax is Calculated
Formula: Ex-showroom price of the vehicle × applicable slab rate % = one-time road tax. Goa charges the same rates for petrol, diesel and CNG — there is no diesel surcharge and no fuel split. The key feature of the Goa structure is the total life-tax cap of ₹15,00,000: no private vehicle pays more than ₹15 lakh in one-time road tax, no matter how expensive it is.
Examples:
- Car at ₹10 lakh (up to ₹10 lakh slab) → 9% → ₹90,000
- Car at ₹15 lakh (₹10-20 lakh slab) → 12% → ₹1,80,000
- Car at ₹25 lakh (above ₹20 lakh slab) → 15% → ₹3,75,000
- Car at ₹1.2 crore → 15% computes to ₹18,00,000, but is capped at ₹15,00,000
The official slab structure for non-transport vehicles in Goa (one-time tax):
- Cars up to ₹10 lakh: 9%

The cap makes Goa unusually attractive for high-value and luxury cars — the effective rate on a ₹1.5 crore car drops from the nominal 15% to just 10%.
EV Policy in Goa
Goa offers full road tax (life tax) exemption for electric vehicles as part of its Goa EV policy. The state has been promoting EVs in the tourism sector, with electric taxis and rental cars becoming increasingly common. The exemption covers all EV categories including cars, two-wheelers, and three-wheelers. Registration fee and HSRP are still payable — ₹600 and ₹400 respectively for a car, ₹300 and ₹200 for a two-wheeler. Goa has also been installing EV charging stations at tourist destinations, hotels, and public parking areas to support the transition to electric mobility.
Two-Wheeler Taxation
Two-wheelers in Goa pay road tax of 9% up to ₹1.5 lakh, 12% from ₹1.5-3 lakh, and 15% above ₹3 lakh of ex-showroom price. Registration fee is ₹300 and HSRP is ₹200. Electric two-wheelers are fully exempt from life tax. Given Goa's compact geography, two-wheelers are extremely popular for both local commuting and tourist rentals.
Commercial Vehicle Tax in Goa
Commercial vehicles in Goa are taxed on a seating basis rather than by percentage of price: a one-time flat amount of ₹4,000 for vehicles up to 6 seats, and annual per-seat tax of ₹1,500 per seat for 7-12 seats and ₹2,500 per seat beyond 12 seats.
