Vehicle Registration Process in Tamil Nadu — Step by Step

Vehicle registration in Tamil Nadu is administered by the Tamil Nadu Transport Department through a network of over 40 RTO offices across all districts, running on the national VAHAN platform. Major hubs include Chennai (TN 01 to TN 10, TN 20, TN 21), Coimbatore (TN 37 to TN 41), Madurai (TN 58 to TN 60), Trichy (TN 45, TN 48), Salem (TN 27, TN 30) and Tirunelveli (TN 72, TN 76). Non-transport vehicles (private cars and two-wheelers) pay a one-time motor vehicle tax at registration — there is no annual road tax for private vehicles in Tamil Nadu. Tax for a new vehicle is payable at the time of registration.

  1. Buy the vehicle and get a temporary registration. The dealer issues a temporary registration (application in Form 20) at the time of purchase. A temporary registration is valid for a maximum of one month (Rule 47, Central Motor Vehicles Rules, 1989), within which the permanent registration must be completed.
  2. Submit the registration application. Form 20 (application for registration), Form 21 (sale certificate from the dealer/manufacturer), Form 22 (certificate of roadworthiness), valid insurance, and proof of address and identity are filed — normally by the dealer for new vehicles. Add Form 34 (hypothecation agreement) for loan-financed vehicles.
  3. Pay road tax and registration fee. Road tax is a one-time payment calculated on the ex-showroom price. The registration fee under Rule 81 of CMVR 1989 is ₹300 for a motorcycle and ₹600 for a non-transport light motor vehicle. HSRP is ₹400 for four-wheelers and ₹200 for two-wheelers.
  4. Registration number is allotted. On verification of documents and tax payment, VAHAN allots a permanent number in the TN-XX-XXXX format and the RC is issued to the owner.

How Road Tax Is Calculated in Tamil Nadu

Tamil Nadu uses a progressive slab-based road tax system for private vehicles, where the tax rate increases with the vehicle's ex-showroom price. The slab rate applies to the full ex-showroom price of the vehicle. Vehicles priced up to ₹5,00,000 are taxed at 12%. From ₹5,00,001 to ₹10,00,000, the rate rises to 13%. Vehicles between ₹10,00,001 and ₹20,00,000 attract 18% tax, and vehicles above ₹20,00,000 are taxed at the highest rate of 20%.

For example, a compact car priced at ₹6,00,000 falls in the 13% slab: ₹6,00,000 × 13% = ₹78,000 road tax, plus ₹600 registration and ₹400 HSRP, totalling ₹79,000. A mid-size sedan at ₹10,00,000 also falls in the 13% slab: ₹10,00,000 × 13% = ₹1,30,000 road tax, total RTO cost ₹1,31,000. A luxury car at ₹25,00,000 in the 20% slab would incur ₹25,00,000 × 20% = ₹5,00,000 in road tax alone, totalling ₹5,01,000. An electric car at any price point would pay just ₹1,000 (registration + HSRP), making the slab system highly punitive for ICE vehicles at higher price points but very rewarding for EV buyers.

For two-wheelers, the structure is separate: 10% up to ₹1 lakh and 12% above ₹1 lakh.

Tamil Nadu offers a full road tax exemption for electric vehicles across all categories and price points. The exemption is particularly significant in Tamil Nadu given the higher slab rates for ICE vehicles. Example: an electric car priced at ₹25 lakh pays ₹0 road tax — compared with ₹5,00,000 (20% slab) for a petrol car at the same price. The only RTO charges an EV buyer pays are the registration fee (₹600) and HSRP (₹400), a total of ₹1,000.
