Vehicle Registration Process in Jharkhand — Step by Step

Vehicle registration in Jharkhand is managed by the Jharkhand Transport Department with RTO offices across all districts. Major RTOs include Ranchi (JH-01), Jamshedpur (JH-05), Dhanbad (JH-02), Bokaro (JH-04), Hazaribagh (JH-03), Deoghar (JH-07), and Giridih (JH-11). The state follows the Central Motor Vehicle Rules with taxation under the Jharkhand Motor Vehicles Taxation Act.

New vehicle buyers receive temporary registration from the dealer valid for 30 days. For permanent registration, you must submit Form 20 along with the required documents at the RTO. The RTO officer conducts a physical inspection of the vehicle, verifying engine and chassis numbers. Upon approval, a registration number in the JH-XX-XXXX format is issued. Jharkhand has been progressively digitising its RTO services through the VAHAN portal, making the process more efficient.

How Jharkhand Road Tax is Calculated

Jharkhand uses a marginal slab structure for cars: the first ₹15 lakh of the ex-showroom price is taxed at 6%, and the portion above ₹15 lakh is taxed at 15%. This is not a flat 15% on the full price — the higher rate applies only to the amount in excess of ₹15 lakh. Petrol, diesel and CNG cars all follow this same structure. Two-wheelers pay a flat 6% at any price.

The official structure for non-transport vehicles in Jharkhand (one-time tax):

EV Concession in Jharkhand

Jharkhand does not offer a full road tax exemption for electric vehicles — instead, EVs receive a 25% rebate on the one-time road tax. The concession applies to all EV categories including electric cars and electric two-wheelers. The state has been promoting EV adoption, particularly in mining areas where air quality is a concern, and has announced plans to set up EV charging stations in Ranchi, Jamshedpur, and Dhanbad.

Two-Wheeler Taxation

Two-wheelers in Jharkhand pay a flat 6% of ex-showroom price, with a 25% rebate for electric two-wheelers, registration fee of ₹300 and HSRP of ₹200. Two-wheelers are the primary mode of personal transport in both urban and rural areas of Jharkhand, and the moderate flat rate keeps them affordable for the state's population.

Commercial Vehicle Tax in Jharkhand

Commercial vehicles in Jharkhand are taxed on a seating basis rather than by percentage of price: a one-time flat amount of ₹4,000 for vehicles up to 6 seats, and annual per-seat tax of ₹1,500 per seat for 7-12 seats and ₹2,500 per seat beyond 12 seats.

FAQs

Jharkhand uses the JH prefix. Major RTO codes include JH-01 (Ranchi), JH-02 (Dhanbad), JH-03 (Hazaribagh), JH-04 (Bokaro), JH-05 (Jamshedpur East), JH-06 (Jamshedpur West), JH-07 (Deoghar), JH-08 (Dumka), JH-09 (Chatra), JH-10 (Palamu), and JH-11 (Giridih).
A car with an ex-showroom price of ₹10 lakh pays 6% one-time road tax, i.e. ₹60,000, since it is within the ₹15 lakh limit. A ₹20 lakh car pays 6% on the first ₹15 lakh (₹90,000) plus 15% on the ₹5 lakh above ₹15 lakh (₹75,000) — a total of ₹1,65,000. Petrol, diesel and CNG cars all pay the same rates. Registration (₹600) and HSRP (₹400) are additional.
Jharkhand uses a marginal slab structure: 6% applies to the full price up to ₹15 lakh, and for the portion above ₹15 lakh, 15% applies only to the amount in excess of ₹15 lakh — not to the entire price. So a ₹25 lakh car pays 6% on ₹15 lakh (₹90,000) plus 15% on ₹10 lakh (₹1,50,000), totalling ₹2,40,000.
No. Electric vehicles in Jharkhand get a 25% rebate on the one-time road tax, not a full exemption. For example, a ₹10 lakh EV pays 6% (₹60,000) minus 25% = ₹45,000. The rebate applies to both electric cars and electric two-wheelers.
Two-wheelers in Jharkhand pay a flat 6% road tax on the ex-showroom price at any price point. Electric two-wheelers get a 25% rebate on this. Registration fee is ₹300 and HSRP is ₹200.
HSRP in Jharkhand costs ₹400 for four-wheelers and ₹200 for two-wheelers. These are mandatory for all new registrations and come with a chromium hologram and unique laser-etched identification code.
Yes, you can transfer a vehicle to Jharkhand by obtaining NOC (Form 28) from the original RTO, submitting Form 27 at the Jharkhand RTO, and paying the applicable road tax on the depreciated vehicle value. The JH RTO will then issue a new registration number.
Late registration in Jharkhand attracts a penalty of ₹300 per month beyond the 30-day grace period, with a maximum cap. Driving an unregistered vehicle can result in fines under Section 39 of the MV Act, which can go up to ₹5,000.
