Vehicle Registration Process in Gujarat — Step by Step

Gujarat's vehicle registration is managed by the Gujarat Transport Department with a well-organised network of RTO offices across the state including Ahmedabad (GJ-01), Gandhinagar (GJ-18), Vadodara (GJ-06), Surat (GJ-05), Rajkot (GJ-03), Bhavnagar (GJ-04), and Jamnagar (GJ-10). The state follows the Central Motor Vehicle Rules with tax regulations under the Gujarat Motor Vehicles Taxation Act.

The registration process in Gujarat is streamlined through the VAHAN portal. Upon purchasing a new vehicle, the dealer issues temporary registration valid for 30 days. You then visit the RTO for permanent registration. Gujarat RTOs are known for efficient service with most processes available online including appointment booking, fee payment, and document upload. Physical verification of the vehicle is conducted at the RTO premises before the registration number in GJ-XX-XXXX format is allotted.

How Gujarat Road Tax is Calculated

Gujarat follows a unique pre-GST road tax calculation method. The tax is calculated on the pre-GST (pre-tax) price of the vehicle at a flat rate of 6% — the same flat 6% applies to petrol, diesel and CNG vehicles, and there are no price slabs. First the GST component is removed from the ex-showroom price (18% for vehicles up to ₹10 lakh, 28% for vehicles above ₹10 lakh), and then 6% is charged on the pre-GST value.

Examples:

This unique calculation method makes Gujarat comparatively affordable: the effective rate on an ex-showroom basis works out to roughly 5.1% for cars below ₹10 lakh and 4.7% for cars above it, instead of the nominal 6%.

EV Policy in Gujarat

Gujarat offers a partial road tax concession for electric vehicles. Unlike many states that offer 100% exemption, Gujarat charges a reduced rate of 1% on the pre-GST price for EVs. This is still significantly lower than the 6% rate for ICE vehicles. The Gujarat EV Policy 2021 aims to promote EV manufacturing and adoption, leveraging the state's strong automotive manufacturing ecosystem, especially the Sanand and Mandal industrial clusters where major EV manufacturers have set up plants.

Two-Wheeler Taxation

Two-wheelers in Gujarat pay road tax of 6% of the pre-GST price for petrol models and 1% of the pre-GST price for electric two-wheelers. Registration fee is ₹300 and HSRP is ₹200. Gujarat has one of the highest two-wheeler densities in India, with cities like Ahmedabad, Surat, and Vadodara having millions of registered two-wheelers.

Commercial Vehicle Tax in Gujarat

Commercial vehicles in Gujarat are taxed on a seating basis rather than by percentage of price: a one-time flat amount of ₹3,000 for vehicles up to 3 seats, and annual per-seat tax of ₹1,000 per seat for 4-6 seats, ₹1,500 per seat for 7-12 seats, ₹2,000 per seat for 13-20 seats and ₹2,500 per seat beyond 20 seats.

For a ₹15 lakh car, the pre-GST value is about ₹11.72 lakh, so the tax at 6% is about ₹70,310 — compared to ₹90,000 if calculated on the full ex-showroom price.
No, EVs in Gujarat are not fully exempt. They are charged a reduced rate of 1% on the pre-GST price, which is significantly lower than the 6% for ICE vehicles but not zero. This is different from most other states that offer 100% EV exemption.
