Vehicle Registration Process in Rajasthan — Step by Step

Vehicle registration in Rajasthan is administered by the Rajasthan Transport Department through Regional Transport Offices (RTOs) spread across the state's districts, running on the national VAHAN platform. Non-transport vehicles (private cars and two-wheelers) pay a one-time motor vehicle tax at registration — there is no annual road tax for private vehicles in Rajasthan. Tax for a new vehicle is payable at the time of registration.

  1. Buy the vehicle and get a temporary registration. The dealer issues a temporary registration (application in Form 20) at the time of purchase. A temporary registration is valid for a maximum of one month (Rule 47, Central Motor Vehicles Rules, 1989), within which the permanent registration must be completed.
  2. Submit the registration application. Form 20 (application for registration), Form 21 (sale certificate from the dealer/manufacturer), Form 22 (certificate of roadworthiness), valid insurance, and proof of address and identity are filed — normally by the dealer for new vehicles.
  3. Pay road tax and registration fee. Road tax is a one-time payment calculated on the ex-showroom price with the rate set by engine capacity and fuel type, plus a 12.5% surcharge. The registration fee under Rule 81 of CMVR 1989 is ₹300 for a motorcycle and ₹600 for a non-transport light motor vehicle. HSRP is ₹400 for four-wheelers and ₹200 for two-wheelers.
  4. Registration number is allotted. On verification of documents and tax payment, VAHAN allots a permanent number in the RJ-XX-XXXX format and the RC is issued to the owner.

How Rajasthan Road Tax is Calculated

Formula: Ex-showroom price of the vehicle × rate for your fuel type and engine capacity % = base road tax, then + 12.5% surcharge on that tax = total road tax payable. Rajasthan is one of the few states where the rate depends on engine capacity (cc) rather than the vehicle price.

Example: A 1500cc petrol car priced at ₹10 lakh (ex-showroom) → 10% = ₹1,00,000 base tax. Surcharge of 12.5% = ₹12,500. Total road tax = ₹1,12,500. Add ₹600 registration fee and ₹400 HSRP, and total RTO charges come to ₹1,13,500.

EV Policy: What Rajasthan EV Buyers Save

Rajasthan Electric Vehicle Policy 2022 (REVP 2022) gives electric vehicles a 100% exemption from road tax at registration — across two-wheelers, three-wheelers and four-wheelers. There is no cap on the vehicle price for the road tax exemption. The registration fee (₹600 for a car, ₹300 for a two-wheeler) and HSRP charge still apply, so an EV buyer's total RTO outlay is just ₹1,000 for a car.

Example: an electric car priced at ₹15 lakh pays ₹0 road tax and ₹0 surcharge — only ₹600 registration fee and ₹400 HSRP, i.e. ₹1,000 in total. The same car in petrol (1500cc) would pay ₹1,50,000 base tax plus ₹18,750 surcharge, totalling ₹1,68,750 — an EV saving of over ₹1.6 lakh.

REVP 2022 also supports EV manufacturing and charging infrastructure in the state. Always confirm the current notification on the official Rajasthan Transport Department portal before you finalise a purchase.

FAQs

Rajasthan taxes cars by engine capacity, not price. For a petrol car, the rate is 6% up to 800cc, 9% from 801–1200cc and 10% above 1200cc; diesel rates are 8%, 11% and 12%. A 1500cc petrol car priced at ₹10 lakh pays 10% = ₹1,00,000, plus a 12.5% surcharge of ₹12,500, totalling ₹1,12,500 in tax.
Rajasthan levies a 12.5% surcharge on top of the motor vehicle tax for private vehicles. For example, a road tax of ₹1,00,000 attracts a surcharge of ₹12,500, making the total tax ₹1,12,500.
Two-wheelers in Rajasthan pay 8% for models up to 200cc, 13% for 201–500cc and 15% above 500cc of engine capacity, with the same 12.5% surcharge added on top of the tax.
Yes. Under the Rajasthan Electric Vehicle Policy 2022 (REVP 2022), EVs are fully exempt from road tax at registration. The registration fee (₹600 for a car) and HSRP charge still apply.
While temporary registration is immediate, permanent registration typically takes 7–10 working days after document verification and vehicle inspection.
It depends on the vehicle. Rajasthan charges 6–10% for petrol cars (plus 12.5% surcharge) and 8–12% for diesel cars based on engine size, while Delhi uses price slabs up to 12%. Small-engined cars can be cheaper in Rajasthan, but larger-engined and diesel vehicles can work out higher once the surcharge is added.
You must obtain Form 27 (NOC) from the original RTO and submit it with Form 28 to the Rajasthan RTO where you currently reside.
Fancy numbers are available through the Rajasthan Transport Department's online auction portal, with proceeds going to the state road safety fund.
