Vehicle Registration Process in Manipur

Manipur, the jewel of northeast India, has its vehicle registration system managed by the Manipur Transport Department under the Motor Vehicles Act, 1988. The state has Regional Transport Offices (RTOs) located in Imphal, Bishnupur, Thoubal, Churachandpur, Senapati, Ukhrul, Tamenglong, and Chandel. The Imphal RTO handles the highest volume of registrations given the state capital's concentrated population. Vehicle owners in Manipur must register their vehicles at the RTO within their jurisdiction, typically within seven days of purchase. The process involves submitting Form 20 along with supporting documents, undergoing a vehicle inspection conducted by the Motor Vehicle Inspector (MVI), and paying the applicable road tax and registration fees at the designated treasury or through the online portal.

Manipur's unique geography — encompassing the Imphal valley and surrounding hill districts — influences vehicle preferences significantly. In the valley regions, passenger cars and two-wheelers dominate, while in hill districts like Ukhrul and Tamenglong, SUVs and rugged vehicles are preferred due to challenging road conditions. All new vehicles in Manipur must also be fitted with High-Security Registration Plates (HSRP), which cost ₹400 and are mandatory across the state. How Road Tax Is Calculated in Manipur

Manipur follows a slab-based road tax structure — the same nine price slabs apply to petrol, diesel and CNG vehicles. The rate starts at 6% for vehicles up to ₹3 lakh and rises through 7%, 8%, 9%, 10%, 12%, 14% and 15% up to ₹45 lakh, reaching 16% above ₹45 lakh. The tax is charged on the ex-showroom price only.

To calculate the road tax for a car priced at ₹10,00,000 in Manipur: it falls in the ₹6–10 lakh slab → 8% → ₹10,00,000 × 8% = ₹80,000. Add the registration fee of ₹600 and HSRP charges of ₹400, bringing the total RTO charges to ₹81,000. A ₹25 lakh SUV falls in the ₹20–25 lakh slab → 12% → ₹3,00,000 in road tax.

EV Rebate in Manipur

Manipur does not fully exempt electric vehicles. Instead, electric four-wheelers get a 20% rebate on the applicable slab rate, and electric two-wheelers a 30% rebate. For example, a ₹10 lakh EV pays 80% of the 8% slab tax — ₹64,000 instead of ₹80,000 — and a ₹1.5 lakh electric scooter pays 70% of the 5% rate, i.e. ₹5,250 instead of ₹7,500. The standard registration fee (₹600 for cars, ₹300 for two-wheelers) and HSRP charges still apply.

Two-Wheeler Tax Rates

Two-wheelers in Manipur are taxed at 5% up to ₹2 lakh, 6% between ₹2–5 lakh and 7% above ₹5 lakh of ex-showroom price. The registration fee is ₹300 and HSRP ₹200. Electric two-wheelers get the 30% rebate described above.
