Understanding Delhi Road Tax

Road tax in Delhi is levied under the Delhi Motor Vehicles Taxation Act, 1962 and is administered by the Delhi Transport Department. For new private (non-commercial) vehicles, it is a one-time tax paid at registration, calculated as a percentage of the vehicle's ex-showroom price. Commercial passenger vehicles, in contrast, pay road tax annually.

Delhi's rate structure is deliberately skewed against polluting fuels: diesel cars are taxed at higher rates than petrol and CNG cars in every price slab, battery-electric vehicles up to ₹30 lakh are fully exempt, and vehicles older than 10 years (diesel) or 15 years (petrol) are banned from plying in the capital. The official rate notification for private vehicles is published on the transport department's road tax page.

Delhi RTO Offices and Registration Codes (DL-01 to DL-13)

Unlike most states, Delhi has no district RTOs — registration is handled by 13 zonal offices of the Delhi Transport Department, each with its own two-digit code. A Delhi registration number reads DL – zonal code – vehicle class – serial number, for example DL-04C-1969 denotes a car (C) registered at the Janakpuri zonal office (04). Two-wheelers use the suffix S (e.g. DL-11S), and newer vehicles get letter extensions such as DL-13CA.

Commercial vehicles (trucks, buses) are registered at the MLO (Headquarters), 5/9 Under Hill Road, Delhi-110054, while taxis and auto-rickshaws are registered at the MLO (Burari) unit. Vehicle Registration Process in Delhi — Step by Step

Under the Delhi Motor Vehicle Rules, 1993, Delhi vehicle dealers are authorised registering authorities: a new car or bike is registered at the dealership itself and delivered with its DL registration number already assigned. The dealer cannot legally hand over an unregistered vehicle.

If you register the vehicle yourself at the zonal office, the process is:

  1. Submit Form 20 (application for registration) at your local zonal office, along with Form 21 (sale certificate from the dealer) and Form 22 (roadworthiness certificate from the manufacturer).
  2. Attach a copy of valid vehicle insurance, address proof, PAN card (or Form 60/61 if no PAN), and Form 34 if the vehicle is financed (hypothecation).
  3. Pay the one-time road tax, the prescribed registration fee (₹600 for cars, ₹300 for two-wheelers) and the MCD parking fee — Delhi collects a municipal parking levy of ₹2,000 for cars priced under ₹4 lakh and ₹4,000 for other vehicles at registration.
  4. The vehicle is physically inspected by the Inspecting Authority at the zonal office.
  5. The registration number is allotted on the same day; the smart-card RC (Form 23A) is collected later once ready.

Temporary registration is issued only to take a vehicle to another state — it is valid for a maximum of one month and is not renewable (Section 43, Motor Vehicles Act 1988). A private vehicle's registration is valid for 15 years, after which it must be re-registered using Form 25. If you buy a used vehicle, transfer of ownership (Forms 29 and 30) must be applied for within 14 days of purchase, otherwise a penalty of ₹500 per month applies. Zonal office public dealing hours are 8:30 am to 1:00 pm on working days.

How Delhi Road Tax is Calculated — Worked Examples

Delhi taxes private cars on ex-showroom price slabs: petrol/CNG cars pay 4% (up to ₹6 lakh), 7% (₹6–10 lakh) and 10% (above ₹10 lakh), while diesel cars pay 5%, 8.75% and 12.5% in the same slabs — roughly 25% more at every step, reflecting the capital's policy of discouraging dieselisation. Two-wheelers pay 4% (up to ₹0.75 lakh), 6% (₹0.75–2 lakh) and 8% (above ₹2 lakh).

Worked example 1 — ₹8 lakh car: a petrol car at ₹8 lakh pays 7% = ₹56,000. The diesel version of the same car pays 8.75% = ₹70,000 — ₹14,000 more, purely because of fuel type.

Worked example 2 — ₹15 lakh car: petrol pays 10% = ₹1,50,000; diesel pays 12.5% = ₹1,87,500 — a difference of ₹37,500. Over a 10-year ownership period, the diesel owner also faces the risk of the 10-year age ban in Delhi-NCR, which is why many Delhi buyers now choose petrol or CNG.

Note that these are individual registration rates. Vehicles registered in a company or firm name pay 25% higher (petrol 5%, 8.75%, 12.5% and diesel 6.25%, 10.94%, 15.625% across the same slabs). Commercial passenger vehicles pay annual tax instead: ₹305 per year for autos, ₹605 for taxis, ₹1,130 for 2–4 seaters, ₹1,915 for 5–18 seaters, with an extra 25% on diesel vehicles.

Delhi EV Policy 2.0 — Road Tax Waiver, Subsidies and Deadlines

Delhi was the first Indian state to launch a dedicated EV policy, notified on 7 August 2020, which waived road tax and registration fees for all battery-electric vehicles for three years. That policy ended in August 2023 and was extended until the new framework arrived.

The Delhi EV Policy 2026 (approved by the Delhi Cabinet and in force from 1 July 2026 to 31 March 2030) keeps a 100% road tax and registration fee waiver for battery-electric cars with an ex-showroom price up to ₹30 lakh. Electric cars priced above ₹30 lakh pay the standard rates, and hybrid vehicles are not covered — the policy supports only pure battery EVs.

Savings example: a ₹15 lakh battery-electric car saves ₹1,50,000 in road tax (10% slab) plus the ₹600 registration fee — before counting any purchase subsidy. The waiver alone is why EVs dominate the on-road price comparison in Delhi.

Paying Delhi Road Tax Online (VAHAN Portal)

For new vehicles, road tax is paid by the dealer as part of dealer-point registration. For used vehicles, tax dues, NOC and other services can be handled online through the national VAHAN portal:

  1. Visit vahan.parivahan.gov.in and register with your email ID and mobile number (OTP verification).
  2. Enter your vehicle registration number, then open Online Services → Pay Vehicle Tax.
  3. Enter the last 5 digits of the chassis number and generate an OTP sent to the registered mobile number.
  4. Update your insurance details, review the fee panel, and pay via UPI, debit/credit card or net banking.
  5. An instant receipt is generated — keep it with your vehicle documents.

HSRP and Colour-Coded Fuel Stickers in Delhi

Every vehicle registered in Delhi — new or old — must carry a High-Security Registration Plate (HSRP) and a colour-coded fuel sticker on the windshield, as per the Motor Vehicles (HSRP) Order, 2018. For vehicles bought before April 2019, the Delhi Transport Department extended the installation deadline to 31 March 2025.

Old Diesel and Petrol Vehicle Rules in Delhi-NCR

Delhi-NCR is the only region in India with an outright age ban on private vehicles. Following the NGT order of 7 April 2015 (Vardhaman Kaushik v. Union of India), upheld by the Supreme Court on 29 October 2018 (M.C. Mehta v. Union of India), diesel vehicles older than 10 years and petrol vehicles older than 15 years cannot ply anywhere in NCR. The Delhi Transport Department deregistered all such vehicles with effect from 1 January 2022.

Enforcement has now gone digital: under CAQM Direction No. 89 (23 April 2025), Automated Number Plate Recognition (ANPR) cameras installed at fuel stations identify end-of-life (EoL) vehicles, and from 1 November 2025 such vehicles are denied fuel at petrol pumps across Delhi (the rest of NCR follows on 1 April 2026). Violators face impounding and scrapping under the Registered Vehicle Scrapping Facility (RVSF) Rules, 2021. Delhi alone has an estimated 62 lakh overage vehicles, including 41 lakh two-wheelers.

One important 2025 development: the Delhi government moved the Supreme Court against the blanket age ban, and on 12 August 2025 the Supreme Court directed that no coercive action be taken against owners of 10-year-old diesel / 15-year-old petrol vehicles while the review plea is pending. The age ban itself remains in force.

Delhi registration numbers use the DL prefix followed by a two-digit zonal code and a vehicle class letter, for example DL-04C-1969 is a car registered at the Janakpuri zonal office. A petrol car with an ex-showroom price of ₹10 lakh falls in the ₹6-10 lakh slab and pays 7% road tax, i.e. ₹70,000. The same car in diesel pays 8.75%, i.e. ₹87,500. Private car slabs in Delhi are 4%, 7% and 10% for petrol/CNG and 5%, 8.75% and 12.5% for diesel based on ex-showroom price.
