Vehicle registration in Odisha is administered by the Odisha Transport Department through Regional Transport Offices (RTOs) in every district, running on the national VAHAN platform. Non-transport vehicles (private cars and two-wheelers) pay a one-time motor vehicle tax at registration — there is no annual road tax for private vehicles in Odisha. Tax for a new vehicle is payable at the time of registration, and permanent registration must be completed within the validity of the temporary registration.
- Buy the vehicle and get a temporary registration. The dealer issues a temporary registration (application in Form 20) at the time of purchase. A temporary registration is valid for a maximum of one month (Rule 47, Central Motor Vehicles Rules, 1989), within which the permanent registration must be completed.
- Submit the registration application. Form 20 (application for registration), Form 21 (sale certificate from the dealer/manufacturer), Form 22 (certificate of roadworthiness), valid insurance, and proof of address and identity are filed — normally by the dealer for new vehicles.
- Pay road tax and registration fee. Road tax is a one-time payment calculated on the ex-showroom price. The registration fee under Rule 81 of CMVR 1989 is ₹300 for a motorcycle and ₹600 for a non-transport light motor vehicle. HSRP is ₹400 for four-wheelers and ₹200 for two-wheelers.
- Registration number is allotted. On verification of documents and tax payment, VAHAN allots a permanent number in the OD-XX-XXXX format and the RC is issued to the owner.

How Odisha Road Tax is Calculated
Formula: Ex-showroom price of the vehicle × applicable slab rate % = one-time road tax payable. Odisha uses the same slab structure for petrol, diesel and CNG vehicles — the fuel does not change the rate. The slab rate applies to the full ex-showroom price of the vehicle.
Example: A car priced at ₹10 lakh (ex-showroom) falls in the ₹5–10 lakh slab → 8% → Road tax = ₹80,000. Add ₹600 registration fee and ₹400 HSRP, and total RTO charges come to ₹81,000.
