Vehicle registration in Kerala is handled by the Motor Vehicles Department (MVD), which runs 18 Regional Transport Offices (RTOs) and about 68 sub-RTOs across the state's 14 districts. The Transport Commissionerate is headquartered at Trans Towers, Vazhuthacaud, Thiruvananthapuram. The official MVD directory at mvd.kerala.gov.in lists every office with its address, phone number and email contact.
Registration follows the national VAHAN platform. When you buy a new vehicle, the dealer usually handles the paperwork: the vehicle first gets a temporary registration so it can be driven while the permanent registration is processed, and permanent registration must be completed within a month of delivery. The RTO physically inspects the vehicle, verifies the chassis and engine numbers, and on approval issues a registration mark in the KL-XX-XXXX format. The road tax is collected at this point as a one-time lifetime tax valid for 15 years. New vehicles come with the HSRP (high security registration plate) already fitted by the manufacturer, and the printed registration certificate is delivered to your address.

Road Tax Calculation in Kerala
Kerala levies road tax under the Kerala Motor Vehicles Taxation Act, 1976, as a one-time lifetime tax on private non-transport vehicles. It is charged as a percentage of the vehicle's purchase (ex-showroom) value, with progressive slabs — the more expensive the vehicle, the higher the rate. Unlike some states, Kerala does not charge a separate higher rate for diesel cars: petrol, diesel, CNG and hybrid vehicles all follow the same price slabs.
The current slabs for private cars, per the MVD tax schedule updated on 1 April 2025, are: 10% up to ₹5 lakh, 13% from ₹5-10 lakh, 15% from ₹10-15 lakh, 17% from ₹15-20 lakh, and 22% above ₹20 lakh. The progression is steep: a ₹8 lakh car attracts ₹1,04,000 in tax, a ₹10 lakh car ₹1,30,000, a ₹12 lakh car ₹1,80,000, and a ₹15 lakh car ₹2,55,000. A luxury car priced at ₹30 lakh costs ₹6,60,000 in road tax alone, before registration, HSRP and insurance. These are among the highest rates in India, and the slabs were raised in April 2023 and again in the April 2025 revision.
The one-time tax covers the full 15-year registration period. When a private vehicle crosses 15 years, its registration is renewed for 5 years at a time, and the April 2025 revision increased renewal charges: motorcycles and private three-wheelers pay ₹400 more per renewal, while cars pay ₹3,200 more (up to 750 kg), ₹4,300 more (750-1,500 kg) or ₹5,300 more (above 1,500 kg).
EV Road Tax in Kerala
Kerala does not fully exempt electric cars from road tax — it applies concessional slab rates instead. Under the revisions effective 1 April 2025, EVs up to ₹15 lakh were taxed at 5%, ₹15-20 lakh at 8% and above ₹20 lakh at 10% (previously all EVs paid a flat 5%). The revised state budget presented on 18 June 2026 restructured the bands again, and the current rates are:
- EVs up to ₹10 lakh: 3% (down from 5%)
- EVs ₹10-20 lakh: 5% (the ₹10-15 lakh band was unchanged; ₹15-20 lakh was cut from 8%)
- EVs ₹20-40 lakh: 10%
- EVs above ₹40 lakh: 15% (up from 10%)
The cut for the ₹15-20 lakh band is the headline change — on a ₹20 lakh electric car the saving at registration is up to ₹60,000. The rise for luxury EVs above ₹40 lakh is just as deliberate: a ₹50 lakh EV now costs ₹2,50,000 more in tax than before. Electric two-wheelers and three-wheelers continue to be taxed at 5%. There is no confirmed state cash subsidy for private EVs in Kerala, though EVs still enjoy the lower central GST rate of 5% (against 28% for most petrol and diesel cars).
Two-Wheeler Tax in Kerala
Two-wheelers are also taxed on a purchase-value slab basis. Under the MVD schedule updated on 1 April 2025, motorcycles and scooters up to ₹1 lakh pay 13% of the purchase value and those between ₹1-2 lakh pay 15%, with higher brackets above ₹2 lakh. The registration fee is ₹300 and the HSRP costs roughly ₹500-600. Electric two-wheelers pay the concessional 5% rate.
Paying Kerala Road Tax Online
Road tax payments in Kerala can be made online through the official MVD Kerala Service Portal (the e-tax service) or through the national Parivahan/Vahan portal. You need your vehicle's registration number and the last digits of the chassis number; the portal shows the amount due, and payment can be made by net banking, UPI, debit or credit card. A digital receipt is generated immediately — keep it as proof of compliance for traffic checks and registration renewals.
For new vehicles, the dealer normally collects the road tax and registration fees and remits them to the RTO before delivery, which is why the tax is embedded in the on-road price you negotiate. If you register a vehicle yourself, the tax must be settled before the registration certificate is issued.
HSRP (High Security Registration Plate) in Kerala
HSRP plates are mandatory for all vehicles in Kerala. Vehicles registered after 1 April 2019 already have them fitted by the manufacturer. For vehicles registered before that date, the Kerala High Court (orders dated 29 November 2024 and 27 August 2025) directed that HSRPs be procured and fitted through the vehicle manufacturer's authorised dealers. Owners book online through the official portal (bookmyhsrp.com / makemyhsrp.com), enter the registration, chassis and engine numbers, pay the fee, and book an appointment at an authorised fitment centre.
HSRP costs about ₹1,000-1,200 for a four-wheeler and ₹500-600 for a two-wheeler (excluding GST). The colour-coded fuel sticker (light blue for petrol/CNG, orange for diesel, green for EVs) is fitted with the plate. Driving without an HSRP attracts a ₹5,000 fine for the first offence and ₹10,000 for repeat offences.
RTO Offices and Registration Codes in Kerala
Kerala number plates carry the KL prefix followed by the RTO code. The 14 district offices are KL-01 Thiruvananthapuram, KL-02 Kollam, KL-03 Pathanamthitta, KL-04 Alappuzha, KL-05 Kottayam, KL-06 Idukki, KL-07 Ernakulam, KL-08 Thrissur, KL-09 Palakkad, KL-10 Malappuram, KL-11 Kozhikode, KL-12 Wayanad, KL-13 Kannur and KL-14 Kasaragod. KL-15 is reserved for the Nationalised Sector (State Transport), and additional RTOs have been added at Attingal (KL-16), Muvattupuzha (KL-17) and Vadakkara (KL-18). Vehicles Brought into Kerala from Other States
If you move to Kerala with a vehicle registered in another state, you can use it for a limited period, after which it must be re-registered in Kerala. The process starts with obtaining a No Objection Certificate (NOC) from the original RTO through the Parivahan portal. The NOC and vehicle documents are then submitted to the Kerala RTO, where the road tax is calculated on the vehicle's depreciated value — the MVD's schedule assesses a vehicle under one year old at 100% of its purchase value, falling to 67% at 5-6 years and about 7% by 14-15 years. Once the Kerala tax is paid, the vehicle is re-registered with a KL mark, and you can claim a refund of the unexpired portion of the lifetime tax from the original state.
