The Aizawl RTO is the busiest office, handling registrations for the capital city and surrounding areas. Two-wheelers and compact SUVs are the most popular vehicle categories in Mizoram due to the narrow, winding roads that characterise most of the state's urban and rural areas. The vehicle registration process in Mizoram has been partially digitised through the Vahan and Sarathi portals, enabling applicants to book appointments, submit forms, and make payments online. However, the physical inspection of the vehicle by a Motor Vehicle Inspector remains a mandatory in-person step. The state also enforces strict emission norms given the ecological sensitivity of its location within the Indo-Burma biodiversity hotspot.

How Road Tax Is Calculated in Mizoram
Mizoram employs a straightforward flat-rate road tax structure: 6% of the pre-GST ex-showroom price for all vehicles. The tax base is the ex-showroom price after removing GST — divide by 1.18 for vehicles up to ₹10 lakh (18% GST) and by 1.28 for vehicles above ₹10 lakh (28% GST). There are no price slabs, no fuel-based rate differences, and no EV exemption — petrol, diesel, CNG and electric vehicles all pay the same 6%.
Consider a petrol hatchback with an ex-showroom price of ₹8,00,000. The pre-GST price is ₹8,00,000 ÷ 1.18 ≈ ₹6,77,966, and the road tax is 6% of that ≈ ₹40,678. Adding the registration fee of ₹600 and HSRP cost of ₹400 brings the total RTO charges to about ₹41,678. For a diesel SUV priced at ₹18,00,000, the pre-GST price is ₹18,00,000 ÷ 1.28 = ₹14,06,250 and the road tax is ₹84,375, totalling ₹85,375 with registration and HSRP.
Electric Vehicle Tax in Mizoram
Mizoram does not offer any road tax exemption for electric vehicles. EVs pay the same 6% life tax (on the pre-GST price) as petrol, diesel and CNG vehicles, plus the standard registration fee of ₹600 and HSRP of ₹400. An electric car priced at ₹10 lakh pays the same ₹50,847 in road tax as any other ₹10 lakh car in the state.
Two-Wheeler Tax Rates
Two-wheelers in Mizoram also pay 6% of the pre-GST ex-showroom price. The registration fee is ₹300 and HSRP ₹200.
