Vehicle Registration Process in Bihar

Vehicle registration in Bihar is handled by the Bihar State Transport Department with RTO offices in all 38 districts. Key RTO locations include Patna (BR-01), Gaya (BR-02), Muzaffarpur (BR-03), Bhagalpur (BR-04), Darbhanga (BR-05), and Purnia (BR-06). The process is standardised through the national VAHAN portal, making it largely digital.

When you purchase a new vehicle from a dealership in Bihar, the dealer issues a temporary registration valid for 30 days. You must apply for permanent registration at the RTO within this window. The application is submitted through Form 20 along with the required fee. The RTO verifies the vehicle, and once approved, the registration number is issued in the BR-XX-XXXX format. The smart card RC is delivered to your registered address.

The state has been promoting EV adoption through the Bihar EV Policy, which includes 100% exemption from road tax and registration fees for the first registration — so EVs pay zero road tax and zero registration fee, with only the HSRP charge remaining. This can save EV buyers anywhere from ₹50,000 to several lakh rupees depending on the vehicle price. The state has also announced plans for charging infrastructure in Patna, Gaya, and Muzaffarpur.

Two-wheelers in Bihar pay 9% of ex-showroom price up to ₹1 lakh, 10% for ₹1 lakh–₹80 lakh, 11% for ₹80 lakh–1.5 crore and 13% above, with a registration fee of ₹300 and HSRP charge of ₹200. For a popular commuter bike priced at ₹1 lakh, the road tax is ₹9,000 (9% slab) — the total registration cost including tax, fee and HSRP comes to approximately ₹9,500. Electric two-wheelers are fully exempt with the registration fee waived.
