Uttar Pradesh levies a one-time road tax on private (non-transport) vehicles at the time of registration, under the Uttar Pradesh Motor Vehicles Taxation Act, 1997. For most of the last decade the rates were a simple two-slab structure — 8% up to ₹10 lakh and 10% above ₹10 lakh — but that changed in April 2025, when the state cabinet approved the first road tax increase on private vehicles since 2015. The new rates were notified by the transport department on April 21, 2025 and came into effect immediately.
The revised structure for private four-wheelers now distinguishes between air-conditioned and non-AC cars: non-AC cars up to ₹10 lakh pay 8%, AC cars up to ₹10 lakh pay 9%, and all cars above ₹10 lakh pay 11%. Two-wheeler rates were left unchanged at 7% up to ₹40,000 and 10% above ₹40,000. The hike was expected to generate about ₹413 crore in additional annual revenue for the transport department, which was losing roughly ₹1,000 crore a year to the road tax and registration fee exemption for electric vehicles.
For private vehicles, road tax in UP is paid once, at registration. Commercial and transport vehicles — goods carriages, buses, taxis — pay tax periodically (annual or quarterly) based on seating capacity or gross vehicle weight, not the percentage slabs above.
UP RTO Offices and Registration Codes
Uttar Pradesh is India's most populous state and runs one of the country's largest vehicle registration networks: all 76 RTO/ARTO offices across its 75 districts run on VAHAN 4.0, the national vehicle registration system. By 2024-25 the state had about 4.93 crore (49.3 million) registered vehicles — among the highest of any Indian state. Every registration mark starts with a district code, such as UP-32 for Lucknow or UP-16 for Noida. The codes most buyers in UP will encounter:
- UP-32 — Lucknow, the state capital (about 32.5 lakh registered vehicles, the most of any UP district)
- UP-16 — Noida (Gautam Buddha Nagar) and UP-18 — Greater Noida
- UP-14 — Ghaziabad
- UP-78 — Kanpur Nagar and UP-77 — Kanpur Dehat
- UP-70 — Prayagraj (Allahabad) and UP-65 — Varanasi
- UP-80 — Agra and UP-85 — Mathura
- UP-15 — Meerut and UP-21 — Moradabad
- UP-25 — Bareilly and UP-53 — Gorakhpur
- UP-93 — Jhansi and UP-28 — Ayodhya
The Noida and Ghaziabad RTOs handle some of the largest registration volumes in the state because of their position in the National Capital Region (NCR), serving the Delhi–NCR commuter corridor. Vehicle Registration Process in UP — Step by Step
New vehicles in UP are first issued a temporary registration by the dealer at the time of purchase. Under Section 43 of the Motor Vehicles Act, 1988 and Rule 47 of the Central Motor Vehicles Rules, 1989, this temporary number is valid for a maximum of one month, during which you must complete the permanent registration at the RTO of your district. Most dealers in UP offer dealer-point registration and complete the formalities on your behalf through VAHAN 4.0.
- Collect the vehicle documents: Form 20 (application for registration), Form 21 (sale certificate from the dealer) and Form 22 (manufacturer's roadworthiness certificate). For financed vehicles, the financier's details are endorsed on the RC.
- Arrange insurance and PUC: a valid motor insurance policy and a Pollution Under Control (PUC) certificate are mandatory before registration.
- Keep identity and address proof ready: Aadhaar, PAN card (or Form 60), and proof of address in UP — permanent registration is done at the RTO within whose jurisdiction the owner resides.
- Pay road tax and fees: the one-time road tax per the slabs above, plus the registration fee (₹300 for motorcycles, ₹600 for cars) and smart card charges.
- Vehicle inspection: the RTO or authorised dealer verifies the chassis and engine numbers and assigns the permanent registration mark, e.g. UP-32 XX 1234.
- Receive the RC and fit HSRP: the smart-card Registration Certificate is delivered to your address, and the High-Security Registration Plate (HSRP) is fitted by the authorised vendor — roughly ₹400 for a two-wheeler and ₹1,100 for a car, plus the colour-coded fuel sticker.
Most of this process is available online: applications and status tracking run through the national VAHAN portal, and UP-specific services — including tax payment, permits and fancy number selection — run through the official portal at uptransport.upsdc.gov.in.
How UP Road Tax Is Calculated — Worked Examples
For private vehicles, UP road tax is a percentage of the ex-showroom price, at the rates in force since April 21, 2025. A few worked examples:
- Non-AC hatchback at ₹6.5 lakh: road tax = 8% × ₹6,50,000 = ₹52,000. Add the ₹600 registration fee and ≈₹1,100 HSRP for a total RTO outlay of about ₹53,700.
- AC compact car at ₹9.5 lakh: road tax = 9% × ₹9,50,000 = ₹85,500, plus roughly ₹1,700 in fees and HSRP.
- SUV at ₹14 lakh: road tax = 11% × ₹14,00,000 = ₹1,54,000, plus ₹600 registration fee and ≈₹1,100 HSRP.
- Motorcycle at ₹80,000: road tax = 10% × ₹80,000 = ₹8,000, plus ₹300 registration fee and ≈₹400 HSRP.
- Electric car at ₹14 lakh: 100% road tax exemption under the UP EV Policy 2022 — ₹0 road tax, with the registration fee exempt for eligible EVs (see below).
Road tax is calculated on the ex-showroom price only — accessories, insurance and extended warranties are not part of the base. For used or out-of-state vehicles, UP road tax is payable on the depreciated value of the vehicle at re-registration, and you may be able to claim a pro-rata refund of the unexpired road tax from the state where the vehicle was previously registered.
EV Road Tax Exemption in UP — What Applies in 2026
Uttar Pradesh's Electric Vehicle Manufacturing and Mobility Policy, 2022 — notified on October 14, 2022 and valid for five years — provides a 100% road tax and registration fee exemption for electric vehicles registered in the state. The policy was amended in 2025 and implemented through the Transport Department's notification of November 5, 2025, which superseded the earlier EV notifications of March 2023:
- October 14, 2022 – October 13, 2025: 100% exemption on road tax and registration fees for any EV purchased and registered in UP.
- October 14, 2025 – October 13, 2027: the 100% exemption continues for EVs manufactured, purchased and registered in the state.
The exemption covers pure electric vehicles — vehicles powered solely by electric motors drawing on batteries, fuel cells or ultracapacitors. Hybrids and CNG vehicles do not qualify. Because the current window links the exemption to EVs manufactured in UP, buyers should confirm their vehicle's eligibility with the dealer or RTO at the time of registration. The policy also provided one-time purchase incentives (an early-bird subsidy of up to ₹5,000 per two-wheeler, ₹12,000 per three-wheeler and ₹1 lakh per four-wheeler) and capital subsidies for charging and battery-swapping stations across districts.
Paying UP Road Tax Online
Most UP vehicle tax payments can be completed online without visiting an RTO counter:
- Visit the national Parivahan portal or the UP Transport Department portal at uptransport.upsdc.gov.in.
- Open Vehicle Related Services (VAHAN 4.0) and select Pay Tax.
- Enter your vehicle registration number and chassis number, and verify the OTP sent to your registered mobile number.
- Select the tax type (one-time or periodic road tax, or green tax at renewal), review the amount, and pay by UPI, net banking or card.
- Download the payment receipt — the payment is recorded in VAHAN instantly.
The UP transport portal also offers driving licence services (Sarathi 4), online permits, national permit authorisation, e-challan payment and fancy (choice) number selection via fancy.parivahan.gov.in. For help, the department runs a 24x7 toll-free helpline at 1800-1800-151.
Noida and Ghaziabad: NCR-Specific Rules
Noida (Gautam Buddha Nagar, UP-16) and Ghaziabad (UP-14) fall inside the National Capital Region, so stricter Delhi-aligned vehicle rules apply to buyers and owners there:
- Age limits: under NGT orders upheld by the Supreme Court, diesel vehicles older than 10 years and petrol vehicles older than 15 years cannot be registered or plied in the NCR, including Noida and Ghaziabad — no amount of tax payment makes these vehicles legal in the region.
- Green tax: UP levies green tax on older vehicles at registration renewal — 10% of the applicable tax for private vehicles, and for commercial vehicles older than 8 years — with higher surcharges in NCR districts and Lucknow. EVs are exempt.
- Diesel auto phase-out: from November 2025 the UP government began phasing out diesel auto-rickshaws across the UP-NCR districts, starting with Gautam Buddha Nagar and Ghaziabad, under its anti-pollution action plan for the region.
If you plan to buy a used vehicle from Delhi-NCR and register it in Noida or Ghaziabad, check its age first — vehicles beyond the NCR age limits cannot be re-registered here.
Buying a Used Vehicle or Moving to UP
Buying a used vehicle already registered in UP: the buyer must transfer the registration to their name using Form 29 and Form 30 — signed by both buyer and seller, with the original RC, insurance, PUC, and the seller's PAN or Form 60 — within 30 days of purchase, and pay the transfer fee at the RTO. If the previous owner already paid the lifetime road tax, no fresh road tax is due on an intrastate transfer.
Bringing a vehicle from another state: under Section 47 of the Motor Vehicles Act, 1988, a vehicle registered elsewhere can be used in UP for up to 12 months. After that, re-registration at your district RTO is mandatory. The process needs a No Objection Certificate (Form 28) from the original state's RTO — available online through the Parivahan portal and valid for 6 months — followed by Form 27 and a vehicle inspection at the UP RTO. UP road tax is payable on the depreciated value at re-registration, and the previous state's road tax can be refunded pro-rata on proof of transfer.
