Vehicle registration in Assam is managed by the Assam State Transport Department with RTO offices in all major districts including Guwahati, Jorhat, Dibrugarh, Silchar, Tezpur, and Nagaon. The registration process follows the Central Motor Vehicle Rules 1989 with state-specific tax rates applicable under the Assam Motor Vehicles Taxation Act.
New vehicles come with a temporary registration from the dealer valid for 30 days. During this period, you must visit the designated RTO with all required documents for permanent registration. The RTO officer verifies the vehicle physically, checks the chassis and engine numbers, and upon approval, assigns a registration number in the AS-XX format. The Registration Certificate (RC) is issued electronically via the VAHAN portal.

How Road Tax Is Calculated in Assam
Assam uses a slab-based road tax system with the same rates for petrol, diesel and CNG vehicles: 4% up to ₹3 lakh, 6% for ₹3–5 lakh, 10% for ₹5–20 lakh and 14% above ₹20 lakh. A 1% Road Safety Cess is additionally levied on the tax amount for cars.
For instance, a ₹8 lakh petrol car in Assam attracts ₹80,000 in road tax (10% slab) plus ₹800 Road Safety Cess, i.e. ₹80,800. A ₹10 lakh car pays ₹1,00,000 plus ₹1,000 cess, totalling ₹1,01,000, and a ₹20 lakh diesel SUV pays ₹2,00,000 plus ₹2,000 cess. Compare this to a slab-based state like Karnataka where the same ₹20 lakh diesel vehicle could attract upwards of ₹3 lakh in tax. Assam remains relatively affordable for premium vehicles up to the ₹20 lakh mark.
EV Policy and Exemptions in Assam
Assam provides full road tax exemption for electric vehicles under the Assam Electric Vehicle Policy 2021. The policy aims to have 25% of all new vehicle registrations as EVs by 2026. EV buyers save the entire road tax amount, which can be significant — though the standard registration fee still applies. The state is also setting up charging stations across Guwahati and major highways through public-private partnerships. The exemption covers battery electric cars, two-wheelers, three-wheelers, and electric buses.
Two-Wheeler Taxation
Two-wheelers in Assam pay 6% of the ex-showroom price up to ₹70,000, 8% for ₹70,000–3 lakh, and 10% above ₹3 lakh, with a registration fee of ₹300 and HSRP charge of ₹200. Electric two-wheelers are fully exempt from the road tax. These rates keep personal mobility affordable in a state with high two-wheeler density, particularly in urban centres like Guwahati where traffic congestion makes bikes a practical choice.
