How Stamp Duty is Calculated in Punjab
Stamp duty in Punjab is levied on the higher of the circle rate or the actual sale consideration. The published rates are all-inclusive: they combine the base stamp duty with the 1% Social Infrastructure Cess and the 1% Punjab Infrastructure Development Board fee, so no separate cess is added on top. The state offers a significant 2% concession for women, with female buyers paying 5% compared to 7% for men. This is one of the most generous gender-based concessions in India. For joint ownership, the rate is determined by the gender composition, with mixed-gender purchases at 6%. A 1% registration fee, capped at Rs 2,00,000, is applicable on all transactions. Worked example: On a Rs 50 lakh property, a male buyer pays Rs 3.5 lakh stamp duty (7%) + Rs 50,000 registration (1%, under the cap) = Rs 4 lakh total. On a Rs 5 crore property, stamp duty is Rs 35 lakh (7%) and registration is capped at Rs 2 lakh, giving Rs 37 lakh total.
Property Registration Process in Punjab
Property registration in Punjab is conducted through the Department of Revenue and the office of the Inspector General of Registration. Punjab has implemented the e-Services portal for online registration services. The process begins with the online generation of e-stamp paper through authorized banks. The sale deed is presented at the Sub-Registrar office where both buyer and seller appear for biometric verification with two witnesses. The Sub-Registrar verifies the documents, confirms encumbrance status, and completes the registration. The Punjab government has also introduced the Punjab Revenue Online System (PROS) for integrated land record management, making title verification easier.
