2026 Road Tax and Stamp Duty Rate Tracker
Last updated 31 October 2026 · Reviewed by DesiCalc Editorial Team
This tracker lists the 2026 road tax and stamp duty rates that power the DesiCalc RTO and stamp duty calculators. It covers 28 states plus Delhi, and every figure below is read directly from our published rate file rather than estimated from news reports. Road tax values show the range of private car rates in each state; stamp duty values show the base rate for male and female buyers before registration fees, cesses, surcharges and transfer duty. We re-check the file when a state publishes a new notification, and we publish a dated changelog whenever a row changes. Use the tables for a quick comparison, then open the calculator or the CSV for the full structure behind each rate.
Summary of changes in 2026
The current rate file reflects the following verified positions. Each item is taken from the state entries in the data file, so the wording matches what the calculators actually apply.
- Electric vehicle exemptions remain widespread. Fifteen of the 29 jurisdictions in the file record a full life-tax exemption for private electric cars, including Delhi and Haryana, which both cap the benefit at a vehicle price of Rs 30 lakh. Haryana then applies a 50% concession above the cap. Delhi and several other states also waive the registration fee for eligible EVs.
- Haryana's Rs 30 lakh EV cap. Haryana gives a full life-tax exemption up to Rs 30 lakh and a 50% concession on the tax above that threshold. This is the only cap-and-concession structure of its kind in the current file.
- Rajasthan surcharge. Rajasthan applies a 33% surcharge on the stamp duty amount, and a separate 12.5% surcharge on the road tax amount. Both are additional to the base rates shown in the tables, so the effective outgo is higher than the headline percentage.
- West Bengal slabs. West Bengal uses fixed road tax amounts by engine capacity: Rs 40,000 up to 800 cc, Rs 55,000 from 801 to 1490 cc, Rs 80,000 from 1491 to 1999 cc, and Rs 1,00,000 at 2000 cc and above. A 10% of price floor also applies. Stamp duty is 6% urban and 5% rural up to Rs 1 crore, rising to 7% and 6% above that.
- Slabbed EV rates. Karnataka uses EV slabs of 5%, 8% and 10% by price band. Kerala uses 3%, 5%, 10% and 15%. Madhya Pradesh and Sikkim apply a flat EV rate instead of an exemption.
- Other rate-file changes. Maharashtra retains a Rs 20 lakh road tax cap and a 2% road safety cess. Karnataka adds an 11% infrastructure cess and a fixed Rs 1,000 transport workers cess. Kerala's top car slab is 22%, Telangana's is 21%, and Odisha's is 20%. Delhi continues to charge diesel cars more than petrol cars at every price band.
How to read the tables
A road tax figure such as 12-14% means the state applies a percentage of the ex-showroom price, with the exact rate set by a price slab. Where a state separates petrol, diesel and CNG, the range covers all of those fuel types; the calculator applies the correct fuel-specific slab. Where a state charges a fixed amount rather than a percentage, the table says so and names the basis, such as price or engine capacity. Stamp duty columns show the base rate only. Registration charges, transfer duty, metro cess, infrastructure cess and similar add-ons are listed in the registration column only when they are straightforward; the calculator adds the rest after applying the base rate. A range in a stamp duty column means the state varies the rate by property value, by urban or rural location, or by city tier.
Road tax rates by state
The table covers private cars, not two-wheelers or commercial vehicles. Rates are one-time life tax unless the state entry says otherwise. EV treatment is shown as recorded in the rate file, including price caps, concessions and registration waivers.
| State | Car rate range | EV treatment |
|---|---|---|
| Andhra Pradesh | 12-14% | Full life-tax exemption; registration fee waived |
| Arunachal Pradesh | 2.5-6.5% | No separate EV concession in the rate file |

| Chhattisgarh | 5-6% | 25% concession on life tax; registration fee waived |
| Delhi | 4-12.5% | Full life-tax exemption up to Rs 30 lakh; registration fee waived |
| Goa | 9-15% | Full life-tax exemption |

| Uttar Pradesh | 9-11% | Full life-tax exemption; registration fee waived |
| Uttarakhand | 8-10% | Full life-tax exemption |
| West Bengal | Fixed amount by engine capacity | Full life-tax exemption; registration fee waived |
Two rows do not map to a percentage column: Tripura charges a fixed amount by price band, and West Bengal charges a fixed amount by engine capacity with a percentage floor. The CSV therefore leaves their percentage cells blank instead of inventing a percentage. The calculator still applies their real structures. Jharkhand uses a marginal slab, so the 6-15% range describes the band rates rather than a single flat rate. Delhi, Madhya Pradesh and Maharashtra split car rates by fuel; their ranges span the petrol, diesel and CNG tables. Andhra Pradesh, Assam, Karnataka, Maharashtra, Punjab, Rajasthan and Telangana add cesses or surcharges on top of the range shown, and those extras are listed in the relevant state calculator.
Stamp duty rates by state
The table shows the base stamp duty rate for a male buyer and a female buyer, plus the registration position recorded in the rate file. A range means the state varies the rate by property value, by urban or rural location, or by city tier. Concessions for joint ownership are not shown here; the stamp duty calculator applies the joint-ownership rate where the state provides one. Surcharges, transfer duty and metro cess are additional to the base rate.

What the tables leave out
Stamp duty is rarely the whole bill. Andhra Pradesh adds 1.5% transfer duty. Delhi adds transfer duty that depends on the property value band. Karnataka adds a stamp duty surcharge of 12% in urban areas and 13% in rural areas. Maharashtra adds a 1% metro cess in Mumbai. Rajasthan adds a 33% surcharge on the stamp duty amount. Telangana adds transfer duty of 1.5% in urban areas. Those extras sit outside the base columns. Registration charges also differ: Assam's 8.5% registration rate applies only above a property value of Rs 5 lakh; Haryana charges a fixed slab amount rather than a percentage; and several states cap the registration fee. The stamp duty calculator applies each of these rules, and the state pages explain them in prose with official links.
Road tax has similar add-ons. Andhra Pradesh adds a 10% safety cess. Assam adds a 1% road safety cess. Karnataka adds an 11% infrastructure and road safety cess plus a fixed Rs 1,000 transport workers cess. Maharashtra adds a 2% road safety cess and caps the tax at Rs 30 lakh. Punjab adds a fixed Rs 1,000 cow cess. Rajasthan adds a 12.5% surcharge. Telangana adds a fixed Rs 5,000 road safety cess. Goa and Maharashtra cap the life tax. These values come from the same rate file and are applied by the RTO calculator after the base rate. If you need the exact amount for a specific vehicle, use the calculator rather than multiplying the table rate by the price.
Download the data
The full tracker is available as a plain CSV for spreadsheets, research and citation: download rates-2026.csv. It has 29 data rows, one for each state and Delhi, and six columns: state, rto_car_min_pct, rto_car_max_pct, stamp_male_pct, stamp_female_pct and source_url. Percentage ranges are stored as text such as 4-12.5 so the range survives a spreadsheet import. The two fixed-amount road tax states, Tripura and West Bengal, have blank minimum and maximum percentage cells because their structures are not percentage-based; their actual amounts appear in the road tax table above and in the calculator. The source_url column points to an official state portal or notification that appears on the matching state page.
Methodology
Every number on this page comes from the published DesiCalc rate file, public/assets/js/state-rates.js, which is the same file the calculators load in the browser. We do not estimate a missing rate, interpolate between states, or copy a figure from a news article without a primary source. When a state changes a notification, we update the rate file, re-run the tracker generation, and add a dated line to the changelog below. The full source hierarchy, review process and correction policy are on the DesiCalc methodology page. If a rate in this tracker disagrees with a current government notification, the notification wins; please report the difference through the contact page so we can correct the file.
